Although Vivi Ornitier has some strong potential as your primary commander, just having Vivi included in your deck can be a massive boon, with plenty of game-ending combos just waiting to be abused
They dont need to be angels to receive the pump, but of course, this card is much better in an angel typal deck
In addition, the most powerful of the Chaos monsters, Chaos Emperor Dragon, still remains on the TCG Forbidden/Limited List as of the August 2016 list
