Cascade can turn one spell into several, while Flicker and Proliferate are able to multiply the value of cards already in play with very mana-efficient actions
You can play politics by letting Brandon's creature kill one of Sarah's attacking dorks, but otherwise nothing happens
The decks incredibly consistent, with playsets of Ancient Stirrings, Chromatic Star, and Chromatic Sphere drawing bundles of cards and mitigating the restrictions of colorless mana while land tutors like Expedition Map find missing pieces

Divination was getting a bit old these days, so this card is a strong upgrade, good enough to see play across multiple MTG formats while dodging specific card draw hate like Narset, Parter of Veils and Sheoldred, the Apocalypse
Outside of Commander I dont expect this one to see much play
